The 'South Metro Connector' (SMC) was the result of pressure from special interest groups and public agency activism on both sides of the border. This proposal intially appeared in about 2006. It's public life began with a letter from the Cass County Commission to the Johnson County Commission requesting a study to evaluate a road to link Kansas and Missouri in southern Kansas City. The SMC proposal cost several hundred thousand dollars and was ultimately abandoned by the parties involved- MARC, county, city, and state stakeholders.
At the conclusion of the SMC Proposal, the Johnson County BOCC issued its findings and recommendations.
The nearly unamimous vote was to abandon the road and study alternatives to the proposed route through
Southeastern Johnson County. However, the BOCC under advice from Johnson County Planning Staff, added a
few ad hoc recommendations that were NEVER PART OF THE SMC Proposal. The recommendations lead to the issues
under consideration and discussed below.
